Abstract

As an urban governance institution, City Corporation is mainly responsible to
enforce existing policies in managing its solid waste through recycling and nonpolluting
disposal methods. This article is an endeavor to evaluate the effectiveness of
these policies at the urban centers of Bangladesh, using Rajshahi City Corporation
(RCC) as a case study. It is an empirical research mainly based on primary data.
Questionnaire survey, key informant interview, and observation were used to reveal the
state of implementation of solid waste management policies into practice. Data were
collected from local government officials and field staff involved in implementing solid
waste management laws and policies, as well as non-governmental stakeholders from
the communities, such as residents and civil society members. The major finding of this
research is that RCC lacks effective practices of solid waste management policies.
